§ 54-31. Composition; rank.
(a)
The city police department shall consist of the chief of police and department personnel as approved by the city council during the budget process. Reporting relationships and department organization will be designated by the chief of police as required for efficient and effective operation of the department. The chief of police may effect personal changes downward and laterally with approval by the city manager during the fiscal year provided that those changes do not exceed the allocated number of positions and funding approved by the city council durinq the budget approval process. Any requests for additional allocated positions or funding must be approved by the city council prior to implementation
(b)
A detailed breakdown of the organization of these divisions is found in the police operations manual. Changes in the organizational structure will be brought back to the mayor and council at the next duly called meeting.
(c)
Positions of police captain or above will be appointed by the chief of police.
(d)
In the event of resignation, removal, death or disability of the chief of police, the officer next in rank shall perform the duties of the chief until removal of such disability or until a successor has been appointed.
